If you’re using a PC or a MAC, you’re going to use the LRTEMPLATE files.
Open Lightroom > Click on “edit” (PC) or “lightroom” (MAC) > Preferences > Presets > Show Lightroom Develop Presets > a folder will open, click on the “Lightroom” folder > “Develop Presets” > paste the presets you purchased on the folder > close it and restart Lightroom. Once you open it again your presets will show up when you’re editing a picture!

Installing an Adobe Lightroom preset on a mobile device

If you’re using a MOBILE version, download the DNG to your phone.
Don’t worry if it says that the file cannot be previewed, it’s completely normal. Now you’re going to import the DNG file to Lightroom, doing the same procedure you do when you’re importing pictures to the app. Once that is complete, follow these steps:

Saving the preset: open the file (in Lightroom) > click on the 3 dots “…” you’ll see at the top (right corner) > create preset > give it a name and click save

Using the preset: open the picture you want to edit (in Lightroom) > at the bottom you have a toolbar, swipe until you see the preset button and click there > select the preset you want to use

How to Save a Preset

Go to the Develop Preset panel (on the left side) and click the Create New Preset icon (the plus sign at the top, to the right of the word “Presets”).

This brings up the New Develop Preset window. Give the Preset a name and select a folder to save it in (User Presets is a good one).
